Project

Middle Mile Broadband Initiative

Client Name: Confidential (Tech Space)

Project Description: The data center infrastructure client is in the initial stages of a feasibility study for a prospective Fiber Optic Loop project in California. The study aims to determine the best construction methods and explore potential partnerships, including a possible joint-build agreement with state agencies to best align with their ongoing 10,000-mile Middle Mile broadband Network.

Project Role: The data center client was seeking a high-level project cost estimate to gain stakeholder buy-in and to finalize route specifics, including duct quantities. To secure higher confidence in total project cost, the client requested to secure quoted pricing from qualified general contractors who can execute conduit placement along the entire route.

Hence, we supported the client in

  • Soliciting bids from three leading contractors
  • Meticulously analyzing bids to formulate cost estimates for various scenarios, considering pricing ranges, soil profiles, and traffic control measures
  • Conducting a sensitivity analysis to assess the cost impact from independent factors
  • Developing an additional estimate with fewer ducts to illustrate cost variation
  • Establishing a construction schedule by gathering production rate information from the contractor
  • Devising a risk register to proactively address potential major risks

Project Outcome: Produced a comprehensive report with highly reliable estimates based on contractor pricing. Developed estimates for various scenarios to provide the client with a nuanced understanding of cost implications under different conditions. The report included a risk register highlighting major risks and corresponding mitigation strategies. Additionally, it presented a detailed construction schedule outlining the estimated duration of the construction process.
